The Fenelon Place Elevator was built in 1882 by concerned citizen J.K. Graves who want to quicken his commute to work by adding a European incline railway from the bottom of the city's steep hill to the mines where he worked. Today, the elevator is a historic scenic railway, 296 feet in length, that brings passengers from the end of Fourth Street up the hill to Fenelon Place. From the railcar's summit, visitors can look down on the beautiful Mississippi River, three states, and the beautiful Dubuque business district.
